Chair Justina Carlson called the meeting to order at 7:03 p.m.
Office Report
Michaela Miteva gave the office report of May 21, 2013.1 This concerned the financials, applications, a drinking water fair on June 13, 2013 at Mass Maritime Academy, 2 a quote for a meter pit at 60 Commercial St., and the Open Cape microwave installation at the water tank.
Baker Ave. & Private Roads
The Board is waiting to get an opinion from Town Counsel before scheduling a public hearing for the inclusion of private roads, including Baker Road.
Staffing Needs
The Board discussed a draft for the Water Supervisor position, which will be reviewed by the Town Administrator.
BWC Vacancy
The Board of Selectmen at a simultaneous meeting interviewed a candidate to fill the BWC vacancy left by the resignation of Dan Williams. Town Clerk Dawn Rickman arrived at the meeting and introduced the newly appointed and sworn-in Water Commissioner member Neil Gadwa, who replaced Dan Williams on the Board.
265 Holbrook Ave.
There was a question about the legal aspects of a transfer of ownership at 265 Holbrook Ave. because the property was transferring from the property owners to a trust in their names. Board members agreed that the water agreement will have to be recorded on their new deed.
The Board moved and approved minutes to have the transfer of the deed recorded with the Barnstable County Registry of Deeds.
Value of Town Water Connections
Lori Vanderschmidt presented a memo dated May 21, 20133 which outlined discussions with Wellfleet realtors regarding the value of properties with connections to Town water. The realtors had noted areas and properties with poor water quality. They also reported on Eastham’s mandatory annual volatile organic compounds (VOC) water tests, Vanderschmidt said.
Neil Gadwa asked about current connections and fees. Vanderschmidt and other Board members concurred with the realtors who had considered the costs too high. The Board is interested in any method of providing financial relief for those who need good water. Vanderschmidt said she would research possibilities.
Minutes of 5/7/13
Justina Carlson moved to approve the minutes of May 7, 2013. Vanderschmidt seconded, and the motion carried 3-0.

The meeting was adjourned by consensus at 8:20 p.m.
